Bids will be received by the Oceana County Road Commission, 3501 W. Polk Rd, P.O. Box 112, Hart, MI 49420 on Thursday November 12 at 2:00 PM, at which time they will be publicly opened and read.

Bids shall be received by the Oceana County Road Commission, 3501 W. Polk Rd, P.O. Box 112, Hart, MI 49420 by mail, in person, or emailed to clerk@oceanacrc.org.
Bids delivered in person or by mail must be in a sealed envelope plainly marked "Winter Carpool lot and Rest Area Plowing".
MDOT and the Oceana County Road Commission reserve the right to reject any and all proposals and or to waive irregularities therein, and to accept any Proposals which may be most advantageous and in the best interest of the County. This contract will be considered for award on Wednesday November 25, 2026.

Important Addendums to the Rest Area Bid. Please note:
• Addendum A (click here PDF 501 KB) replaces the General Provisions REST AREA CONTRACT STANDARDS document in each rest area contract.
• Addendum B (click here PDF 104 KB) replaces the NON-COMPLIANCE/REDUCTION and LIQUIDATED DAMAGES portion of the General Provisions REST AREA CONTRACT STANDARDS document on pages 10-11 in each rest area contract.

It is MDOT's and the Oceana County Road Commission's desire to award the bid for both contracts (which encompasses three rest areas, lawn care and landscaping) to one bidder. Please fill out each bid document completely. There will be a mandatory pre-bid meeting Tuesday November 3rd, 2026 at the Road Commission at 10:00 am.

REQUEST FOR PROPOSAL
FOR AS NEEDED CONSTRUCTION ENGINEERING
SERVICES
The Oceana County Road Commission (OCRC) is requesting proposals from qualified construction engineering firms to provide inspection and testing services covering three separate projects under a single contract:
1. Polk Rd & 72nd Avenue – Single-Lane Roundabout
• Location: City of Hart and Hart Township
• Scope: JN225442 Construction of a single-lane roundabout at the existing intersection.
2. Polk Rd Reconstruction
• Location: City of Hart and Hart Township
• Limits: Polk Rd from approximately 200 feet east of 64th Ave to 72nd Ave, Polk Rd from 72nd Ave to Water Rd
• Scope:2 lane to 3 lane conversion from 64th Ave to 72nd Ave, 4 lane to 3 lane conversion from Water Rd to 72nd Ave.
3. Critical Bridge Preventative Maintenance
• Location: Various
• Limits: JN223733, 226385 Preventative Maintenance work on 8 structures in Oceana County
• Scope: Bridges are receiving various fixes that include deck patches joint resealing, healer sealer, epoxy overlay, and riprap installation.
